Children and young people legislation “unambitious”

Commenting on the publication of the Children and Young People (Scotland) Bill, Neil Bibby MSP, Scottish Labour’s Shadow Minister for Children and Young People, said:

“This legislation is unambitious.

“Six years on from when the SNP first promised an increase in pre-school education provision, Scottish parents are still waiting. The childcare problems of 2013 will not be solved with a six-year-old rehashed policy.

“The proposed legislation also doesn’t go far enough on provision for two-year-olds; we are and will continue to be behind the rest of the UK on this.

“If the SNP are so committed to childcare they must ensure the changes are fully funded by the Scottish Government. The amount of funding needs to be agreed with local authorities. Councils who will deliver the additional hours are not short changed at a time when they are already facing squeezed budgets.”
